Die im September stattfindende Ministerkonferenz der WTO in Cancún ist die erste Zwischenetappe der 2001 in Doha begonnenen umfassenden Verhandlungsrunde.

Die in der AG Handel zusammenarbeitenden Organisationen wollen die inhaltliche Debatte um die zur Verhandlung stehenden Themen vorantreiben. Auf dieser Seite sind daher einige Links zu kritischen Informationen zusammengestellt:

Neue Themen

Als wichtigste formale Entscheidung steht in Cancún an, ob die Kompetenzen der WTO auf neue Themengebiete ausgeweitet werden. Nach dem Beschluss der letzten WTO-Konferenz in Doha (2001) sollen Verhandlungen zu den Themen Investitionen, Wettbewerbsrecht, öffentliches Beschaffungswesen und administrative Handelserleichterungen aufgenommen werden, wenn die Mitgliedsstaaten in Cancún einen ausdrücklichen Konsens über die sogenannten „Modalitäten“ dieser Verhandlungen erzielen.

Dies ist das Ergebnis eines Kompromisses zwischen den führenden Industriestaaten, die angeführt von der EU auf solche Verhandlungen drängen, und der Mehrzahl der Entwicklungsländer, die Verhandlungen ablehnt.
Nichtregierungsorganisationen aus aller Welt wenden sich ebenfalls gegen die Erweiterung der WTO-Kompetenzen.
Schon aus praktischen Gründen sind die Entwicklungsländer kaum in der Lage, die bereits jetzt umfangreiche Verhandlungsagenda der WTO zu bewältigen. Die Erweiterung um gleich vier neue und hoch komplexe Themen würde gerade die Handelsvertretungen kleinerer Staaten vollends überfordern. Es gibt aber auch zahlreiche inhaltliche Gründe, die dagegen sprechen, die WTO mit Aufgaben zu betrauen, die mit Handelspolitik im klassischen Sinn nichts zu tun haben.

Wettbewerbsrecht

Die von der EU geforderten Verhandlungen zur Einführung wettbewerbsrechtlicher Mindeststandards in der WTO sind außerordentlich komplex. Die EU-Kommission behauptet, sie seien gerade im Interesse der Entwicklungsländer, da funktionierender Wettbewerb eine Voraussetzung für wirtschaftliche Entwicklung sei. Bislang haben nur wenige NRO ausreichende Kenntnisse, um sich mit dieser Behauptung kritisch auseinandersetzen zu können.
